It’s been a long wind-up.
Heroes have always had to balance the risk to the public as they battled super villains. But over the last few months, the risk and damage done to those they are trying to protect rises out of control.
Dozens of villains escaped during the Breakout event. Though the heroes who helped tame that event (Iron Man, Spider-Man & Deadpool) met with Congress and were able to convince them, the event was not forgotten.
Several months later came the Blackout. The Purple Man, using a drug discovered later predecessor to MGH,manipulated thousands with his boosted power to cause a Mega-Riot in the city. This was timed just after Electro caused a blackout (Punisher killed him in the middle of this) in Times Square and other parts of the city. The heroes were able to contain the threat, but it ended up as another event which played poorly in the media. Camera footage caught the Punisher kneecapping dozens of people as the event unfolded.
Then there was Stamford.
Payback Inc. tried to get ratings during sweeps week by running a live televised raid on a group of villains. They attacked the group of super-villains, catching them off guard. Nitro ran immediately. Twist, the group’s brash teenage leader, went after Nitro. He cornered the villain at the school, and the villain responded by exploding right there, killing hundreds.
After the horrible events at Stamford, many heroes went to help clean up in the aftermath.
Cooler heads did not prevail, and frustration from Wolverine and Doctor Strange, along with a camera-shy Danny Rand (acting as Daredevil) worsened the situation with the crowd and played even more poorly in the media.
Heroes met at the Baxter Building to discuss recent events on the eve of the voting for the Super Human Registration Act. A split in the community of superheroes was clearly evident. Many felt that heroes went unregulated for far too long. Others felt that this was the prelude to something far more pernicious. All waited for the results of the vote.
The Super Human Registration Act bill passed overwhelmingly. It is now the law that all super humans must register with the government and have their identities tracked.
Superhumans must register or else! S.H.I.E.L.D. is working with Tony Stark to make sure that happens, starting today.
